The Department of Budget and Management (DBM) has authorized 16,000 new teaching positions for public schools for the 2025–2026 academic year.

The government plans to create 20,000 teaching positions this year, and this news, which was issued in a press release on Sunday, is the first of that number.

“The DBM’s acceptance of the 16,000 additional teaching posts complies with our President’s direction to improve the quality of education in our nation. Budget Secretary Mina Pangandaman stated, “This action also supports the Department of Education’s efforts to increase the teaching workforce across kindergarten, elementary, junior high, senior high school, and the alternative learning system.”

The breakdown of the approved new positions includes:
• 15,343 Teacher I posts (at Salary Grade 11)
• 157 Special Science Teachers (at Salary Grade 13)
• 500 Special Education (SPED) Teachers (at Salary Grade 14)

The P4.194 billion in required funds will come from the Department of Education’s preexisting budget, which was set aside in the 2025 General Appropriations Act.

The DBM also declared that senior high school teaching posts will be created at the division level in an effort to increase staffing flexibility. Superintendents of school divisions will then have the authority to reassign or strategically move instructors to the schools that need them the most. According to the DBM, this arrangement was originally authorized in 2016.
