The Teachers’ Dignity Coalition (TDC) requested on April 4, 2024, that the Department of Education (DepEd) provide clarification about the P7,000 medical allowance required under DBM Budget Circular 2024-6 and Executive Order No. 64. The TDC suggested paying the allowance in cash so that instructors may take care of urgent medical requirements, citing the challenge of enrolling every employee in a Health Maintenance Organization (HMO).
DepEd acknowledged the logistical difficulty in its April 28 statement, but it also indicated that the circumstances might make it possible for people to obtain a more complete HMO-based healthcare package.
The TDC underlined the necessity of expediting the selection of a reputable HMO provider to guarantee prompt access to healthcare for all DepEd employees and restated that a cash release would be more feasible this year if delays continue.
