PROFESSIONAL DEVELOPMENT ACT BURDENSOME TO TEACHERS AND OTHER PROFESSIONALS

Representative France Castro of the ACT TEACHERS Party-list said the policy, which intends to improve the continued development of Filipino professionals, will be burdensome to teachers.

The House of Representatives approved House Bill 9311, which seeks to alter Republic Act 10912, The Continuing Professional Development Act of 2016 is also known as the CPD Act., on third and final reading before the 18th Congress’ sine die dissolution.

Castro said, “Naniniwala po ang kinatawang ito na mahalaga at kapaki-pakinabang sa mga guro at iba pang mga propesyunal ang Continuing Professional Development dahil kapag mahusay ang ating mga propesyunal, nagre-redown ito at nagiging asset ito ng gobyerno at ng kanilang employer, ngunit kailangan itong gawing libre at dekalidad.”

Additionally, she said, “Positibo sa mga guro ang ilang mga probisyon gaya ng libre at maaari nang pagkuhanan ang mga in-service training na ibinibigay ng kanilang employer ng DepEd at iba pang mga institusyon. Pangalawa, ‘yung 45 units for three years ay naging 45 units for four years.”

Nevertheless, the legislator emphasized that CPD should be optional rather than mandated.

According to the bill, CPD will be a requirement for all registered and licensed professionals in updating and upgrading their knowledge, skills, values, competencies, or titles under the Professional Regulation Commission’s regulation and as one of the main objectives of the Philippine Qualifications Framework under Republic Act 10968 or the Philippine Qualifications Framework Act.

The policy stipulates that every four years, all professionals must receive 45 CPD credit units, which will be considered the compliance period.
